We the people ask the federal government to Call on Congress to act on an issue:

Appropiate Electoral College votes in all states in proportion to the popular vote.

During the Presidential primaries, delegates are awarded (in the majority of states) in proportion to the number of actual popular votes they receive. The same should be considered for the Electoral College during Presidential elections. This could possibly make it more fair, so that a candidate who might win the popular vote has a better chance of also winning the Electoral vote. Maine & Nebraska already have this system in place.
