First-raise penalties—everything from simple possession to production with intent to distribute—it accomplishes two things: 1) purchasers and producers will be deterred, 2) those who won't be deterred, will be able to be incapacitated.
Second-abolish the statute of limitations, both civil and criminal, involving the production of child porn.
Third-enact federal laws to allow the U.S. to sue on behalf of any as-yet-unidentified children depicted in seized child porn.
Fourth-internationally negotiate full-cooperation treaties with all governments with whom we do business-ensuring no protection. Demand full access to all available evidence and insist the host country prosecute all offenders.
