Before approval of the Keystone pipeline the following criteria must be met. Approved by local and federal agencies after discussion at local public town halls. Fees based on the spill in Klalmazoo July 2010 which remains contaminated. (http://www.epa.gov/enbridgespill/)
1. A proven spill cleanup program.
2. 5 billion dollar non refundable fee. These monies will be used fund environmental response teams. The first responders teams (fire and police) in these states will be be aided, trained and compensated by the Federal EPA and State D.E.C.
3. Grant $200,000 to a college in each state each year the pipline crosses for the study of cleanup and health effects of exposure to Oil Sands oil.
4. Fines automatic 500% equal to the first 6 month's cleanup costs
