Approve Keystone XL on several conditions, including the permanent decommissioning of >160% capacity old pipelines.

Created by S.W. on January 26, 2015

Given the detrimental impact of the mining, transportation, refining, & burning of fossil fuels to ecosystems, the environment, & human populations that depend on the natural world for survival, I propose a change in strategy & rhetoric. After permanent decommissioning & removal of existing antiquated & failure-prone pipeline at a capacity ration of 1.6 to 1, & adjustments made to the Keystone XL route, construction of this pipeline may be federally permitted.

Tar sands oil is expensive, both in dollars & in environmental impact. It is a terrible value proposition for the short & long-term, for people & corporations. Pipeline construction should not increase capacity or reduce the cost to ship that material into & through the US, but safety of existing infrastructure must be improved.
