Arm all active duty US military personnel, including recruiters, while on duty or traveling to and from quarters. Allow local commanders the discretion to exempt anyone who conscientiously objects (some Chaplains & assistants) or whose performance of duty would be impeded (for example surgeons in an operating room). Allow local commanders the discretion to deny the privilege to any enlisted personnel with serious disciplinary problems or who has been convicted of an alcohol related offense.

Include requirements for proper training, qualification, and safe storage of off duty weapons. Adopt rules of engagement that authorize any personnel to use deadly force when threatened with a weapon. Publish those rules of engagement to discourage attacks against our forces and their families.
