We do hereby submit this Motion of Congress to pass a law requiring every adult citizen not restricted by law from gun ownership to take a gun safety and marksmanship course and then they "must own a gun." Statistics shows that 1) crime increases in gun restricted areas and decreases in conceal carry areas, 2) crime has decreased overall for the past 25 years as gun ownership increased and, 3) the 2012 CDC report confirmed that persons with a gun were less likely to be a victim of violent crime. Therefore unarmed individuals and households are creating criminal safe zones that only endanger themselves and the rest of society. Tempting crime and costing taxpayers billions unnecessarily in healthcare, Judiciary and legal costs, internment and supervision.:)
