When Congress misses the deadline for an important debate and vote, the budget for example, the President should call out the marshals, arrest the members of Congress, hold them in the Congressional Chambers until a deal is reached. Obviously this cannot be used to influence the actual outcome of the debate and vote, but the rest of us face consequences for missing our deadlines, why not our "leaders?"
