Arrest the creators and signers of petitions that declare deportation or exile to those that create and sign petitions for secession.
The act of secession from the Federal Union is a granted right that does not warrant or deserve punishment of deportation (How would you deport naturalized citizens, anyway?) or stripping away rights or exiling.
These people that seek to take away those rights should be brought to justice, or perhaps reeducated on American Rights and Freedoms, since they seem to have forgotten the basics.
