Arrest Rioters who riot in towns, no matter the occasion

During the past two riots (Ferguson and Baltimore) a black man( or African American for those of you who are politically correct) has been killed by a cop sparking looting and rioting, i say if this happens again our police force should not be under control of the governor, but should instead be allowed to control the crowd by any means necessary, No town deserves to be looted, and if you want to have a public outcry, you are free to head to your local state representative or mayor, this will as i hope aid our country in throwing racism behind us, as it has been 50ish years since the civil rights movement and we need not argue over who is better. Our Police officers should be authorized to also use live rounds if necessary, this doesn't mean it should be used immediately
