Abused children can be kept in an incapacitated state and increases risk for public if not addressed. The government employees can continue inappropriate actions without fear if they have enough assistance to maintain the Childs incapacitated state. Congressional findings on exploitation of minors and trafficing of minors can be assumed to explain a portion of the effects. Personaly It has allowed reduced standards of living, post foster care abuse and left me with disadvantages while preventing happiness and my ability to fund programs of civil publicized need
