Articulate a clear policy statement on Immigration reform. To tell the American people what they think needs to be done

Require the Administration to clearly articulate what their objectives are regarding immigration reform. We know what the Senate Bill contains, we know what various factions within the house think. But we really do not know what it would take to get the President to sign a bipartisan bill. we have heard sound bites about aspects of the problem. we have heard that the system is broken but we do not know in what way or by whom.
what is broken exactly?
what will it take to fix what is broken?
what common ground is there between the President and Congress that could lead to a solution?
I have never heard what it is exactly that the President wants and more importantly what he could live with.
