Ask Americans if they would like to donate part of the federal tax refund to bring down the nations debt on 1040 forms

In order for the American citizens to help bring down the national debt, I wish to propose that an option on all Federal tax forms; ie, 1040 or 1040A, be added to donate a part of any Federal Tax Refund.
This would be the same as asking if a person would like to donate to the campaign fund.
