We must have stability in the federal appropriations process by returning to regular order. The President should ask Congress to pass a law that says that if Congress does not have all 12 appropriations bills on the POTUS' desk by 31 July each year, it stays in session at least 8 hours per day, 5 days per week (like every other government office) until it does.
