Ask Congress to create a new military service specifically dedicated to operating within the Cyber domain.

The United States needs to establish a branch of military service that is dedicated to operating within the cyber domain in order to provide specialized defensive and offensive capabilities without having to bog down the traditional military resources of the existing Army, Navy, USMC and Air Force missions. An individual, autonomous service would enable the U.S. military to build a cyber force that is the most elite and capable force in the world. Current cyber contracted civilians, Government Service employees and cyber military professionals could easily be transitioned to the new United States Cyber Force to create the service, and Congress could allocate money, manning and mission requirements as needed to direct the force to protect America's interests.
