Ask Congress to create term limits for themselves

The ridiculously high incumbency rate in Congress is the biggest problem in the government right now. Even the smallest pieces of legislation result in drawn-out battles which are nothing more than political theater designed to position the members for their next election. Furthermore, the financial advantages that incumbents have makes it prohibitively difficult for any challenger to run against them, which means voters often have little real choice. Both the House and the Senate should be subject to term limits, to guarantee that no one can spend an entire career promoting legislative stagnation in Congress.
