In light of the recent attacks against France, we need to formally declare war on ISIS in order to eliminate them. There is no more "containment." Containment has failed and ISIS has now shown they can reach into western countries and strike fear into their citizens. In order to eliminate the threat, we must launch a full military campaign with our NATO allies. It is now a matter of choosing whether to wait for a strike against our homeland or take the fight to ISIS and show them the strength of a united world.
