Ask Congress to implement "Fair Majority Voting" for the House of Representatives.

Article I, Section 4 of the US Constitution gives Congress the power to alter the "Times, Places and Manner" of choosing elected officials. To stop the race to the bottom of partisanship and craven partisan redistricting, ask Congress to utilize this power to implement "Fair Majority Voting," awarding seats in Congress to parties based on the percentage of the vote garnered by the party in each state. Districts would be retained under this system, but each party would be apportioned a certain number of districts for each state based on proportionality, and the individual districts would be awarded based on the candidate's share of the vote relative to his party's candidates in the other districts.
