Ask Congress to pass a law to avert future possible defaults and shutdowns by instituting automatic levels of funding. If Congress has not passed a budget or agreed to increase a debt ceiling limit to prevent default within 3 days of a deadline, then
1. Using the current budget and spending levels, a temporary budget is to be automatically set for the next 3 months with a 3% reduction across the board.
2. The debt ceiling is to be automatically increased for 3 months by 3%.

By instituting automatic funding levels, neither party can hold the congressional process hostage nor can either party bring the United States to the brink of default. It also reduces federal spending by a modest amount.
