Ask Congress to pass a law that restricts any Congress members from running for reelection if the budget isn't approved.

To help force Congress it settle a budget and stop playing brinksmanship with the American economy, if Congress doesn't agree on a budget that isn't vetoed by the President, the entire Congress should not be allowed to run for reelection when their term is over.
