Ask Congress to pass & send to the States for ratification an Amendment to the Constitution requiring a balanced budget

"No appropriation of funds may be approved, either outright, or as a part of any bill in the Congress in any fiscal year if the total amount of all funds appropriated or contained as requiring expenditures in said fiscal year in bills previously passed shall exceed the amount of revenues received by the Congress in the immediately preceding fiscal year, unless a vote by not less than a 75% majority of both the House and the Senate declares an emergency requiring such expenditures."
