WE the people hereby request the congress create a deficit payoff account that will fully pay all debt off in a 15 yr period ,A national sales tax to fund this payoff shall be established and exist till debt is paid .Upon debt payoff this tax shall expire by law.Concurrently a constitutional amendment requireing all future budgets must be revenue nuetral with no federal deficit spending ever to be allowed ,even in time of war the congress must fund fully without boorrowing all current or new programs .No president or congress shall ever be allowed to re-mortgage our country or kids futures.This will allow states to discuss and adapt amendment by time current debt is retired.
