Department of Housing and Community Development fund most of the emergency shelter in Massachusetts. If a mother is placed in a shelter and she terminates shelter living before her one of placement. The family is placed on a one year restriction and not able to utilize the Emergency Shelter system for one year. This policy is dangerous for women and children, fleeing from domestic violence in the home. this policy leaves families with no other alternative other than continuing to live with the abuser. This policy needs to change in order to ensure the safety of families with abuse in the home.
