As you know, ISIS is a terrorist group which is using sunnis people against shia people to push them to kill each other rather than negociate. They are brainwashing local sunny population met as to spread the war between muslim brothers. It's time to save the peace in the muslim world to create a council to decide by a fatwa if ISIS is a kafiri or not. This council could be organised by the meeting of 150 ulemas choosen by their communities, one ulema for 10 million of people. It will allow muslim community to denounce ISIS as a heretic and criminal organisation all around the world. They can't be muslims and want to destroy the kaaba, rewrite the Quran or practice suicide attacks.
