Ask the President to help inventor, like me, and form a department to guide and help innovator with good ideas

Dear Mr. President Obama I need your help to develop a prototype, General Motor is interested in my idea but no funding to make a prototype, and the prototype will cost $300,000.00 that I don't have. I am 83 years old and I am in college getting my degree in Engineering, I am also advocating for a Government Agency that help and protects the American Innovators. We are losing so many good ideas because inventors like me, need the support of the government, because the private empress don't believe us until they see a prototype, and this cost lots of money that I don't have, the risk is minimum and the benefit is colossal, without this support with our ideas will disappear or foreign enterprises or governments may take the advantage of it.
