Article One of The Constitution of the United States of America describes the powers of the Congress, also known as the Legislative Branch of our federal government. In accordance with this the Vice President has a certain and clearly prescribed duty to preside as ex officio or President of the United States Senate. Primarily for the purpose of breaking tie-votes or resolving arguments related to patents. BUT the Vice President is something more than that. He is the chief domestic officer for the Executive Branch as well as co-chief domestic officer for the Legislative sharing said with Speaker of the House of Representatives. Vice President Biden should preside over the Senate daily working to resolve any or all domestic issues of the People of the United States of America.
