The US Government has spent more than $1B on chemical weapons elimination in Russia under the Nunn-Lugar Cooperative Threat Reduction program since 1993. Because Syria has chemical weapons, and because Russia has the wealth and capability to help, as well as an interest in maintaining influence in the region, and because the US is not in a fiscal position to take on another $1B in technical assistance in the Middle East, the US Government can partner with Russia to take on the chemical weapons elimination in Syria.
