Whereas the Tax Foundation has found that 9 of the top 10 "moocher" states (defined as the states with the highest percentage of the population do not pay federal income tax) are SC, GA, FL, AL, MS, AR, LA, TX, and NM, whereas those states are contiguous, and whereas a number of citizens of those states have asked to secede, we believe that the duly and fairly elected president of the United States of America should politely ask these states to leave the Union and form their own nation.
We recommend the following conditions for their withdrawal:
1. That they return or purchase all federal property, both military and civilian, including, but not limited to, the federal highway system, all military bases, and federal buildings.
2. That they take a proportional share of the national debt.
