When authorities take actions, such as closing a highway, allowing sonic booms over populated areas, or engaging in massive car chases, it is expected that there will be a prompt public announcement explaining the justification, or possibly apologizing, for the disturbance.  

The recent shutdown of the JotForm.com by, what appears to by a federal prosecutor's, request to the ISP GoDaddy.com is such a public action and needs a public statement.  According to reports there were "millions" of affected customer accounts and that website features driven by those accounts became non-functional. Certainly a large number of citizens were affected for a few days.  The restoration of service does not eliminate the possible harm that was done.
