Assign almost all USA, Aids to Municipalities, instead of Puerto Rico Government (ELA),by social security numbers

Governmental Corruption have Puerto Rico in Crisis, so instead of sending USA Aids to Central Government ELA, You should and must apportion it by the residency of each individual by their social security numbers; each citizen must register in his Municipality to be added for the benefits of any USA Aids. Municipal roads will have priorities for the next 2 years; they are abandoning by the State.
Health & Food Should be a priority to send to municipalities.
Please Amends our Constitution to comply with this claim.
