By making illegal aliens wards of the rich, the government can get out of the business of taxing the middle class to pay for the feeding, housing, clothing, and education of illegal aliens. Doing this would transfer the cost directly to the rich, and cutout the middlemen thereby saving money for everyone, and accomplish the goals of the Democratic party, which is to punish the rich. Except the rich liberals.
