Decisive life-saving actions are required, including:
• demand the Russian and Syrian airforce cease-fire and tell them they will be held accountable for civilian massacres,
• ensure civilians and all medical and rescue workers are accompanied out by the UN or the ICRC,
• send diplomats to the border to request access to Aleppo and accompany the families out,
• and even use American planes that are already in the area to provide air cover for civilians as they leave.
