The Community Mental Health Centers Act was signed into law On Oct. 31,1963. The policy was said to be initiated by concern for mentally ill patients, but economic and private fiscal interest consideration was not ruled out and is believed to be the major impetus behind it. The policy of deinstitutionalization has failed miserably. President Bush’s New Freedom Commission on Mental Health has described American public mental health system as “in shambles”. An estimated 4.5 million Americans today suffer from the severest forms of brain disorders. Out of 4.5 million, 40% are not receiving any treatment. Deinstututionalization has exploded in the face of our society. We have allowed problems once contained within mental hospitals, to spill into our streets, our homes, our schools, our lives.
