The DVA (Department of Veterans Affairs) claims system has an abysmal record of delay, inaccurate claims processing, "low balling" awards, and generally failing to do almost anything in a timely and correct manner. It's past time for the VA to conform to administrative regulations and practices that must, by law, be followed by the other government departments.
Efforts by many, extending over decades, have failed to make the badly needed changes.
Veterans are often forced to hire and pay lawyers due to the DVA's high error rates, and delays in claims processing. Not a few disabled veterans have found themselves broke and homeless as a result of the DVA's actions or lack of prompt action.
What's left? Impose a penalty that the VA must pay veteran's when the VA fails in it duty.
