The people of the United States of America respectfully request the power to appoint a Supreme Court Justice be transferred, by amendment to the constitution, to the voters. An Associate Supreme Court Justice will be elected by popular vote of U.S. citizens.

The President, Vice President, Speaker of the House, or Senate Majority Leader may nominate the Chief Justice; however, the conformation of the Chief Justice will be based on a three-fourths majority from both the House of Representatives and the Senate.
