Too often bills in Congress are so lengthy that legislators cannot read them, so they just pass whatever their cohorts suggest, the lobbyists promote, or their campaign financiers direct. To keep Congress honest, to ensure more cooperation, and to make sure our representatives know what they are voting for all bills should be read before Congress, start to finish, so it is on the record that representatives (Congress and Senate) know what they are voting for. Although this may mean doing bills in small pieces, our original Constitution and most major amendments were short and sweet, easy to understand for the layperson, and a Congressional leader couldn't say he or she didn't have time to read it before voting. This would also reduce staff size and thus the cost of government.
