Whereas the People have been forced to endure burdensome taxation and threats to civil liberties;
and
The People have been forced to endure the vagaries and burdens of unconstitutional laws created by the Congress;
and
The People have reasonable expectation of informed and well considered action taken on their behalf by their elected representatives;
We the People hereby Petition:
1. No Member of either Chamber shall be permitted to cast a vote on any Bill before the Chamber without having first positively affirmed he has read the entirety of the Bill, understands the contents thereof, and believes the contents to be wholy constitutional.
2. No Rider shall be attached to any Bill that does not pertain to said Bill, or that significantly changes the content thereof.
