To attach a revenue measure to regulation of so called "right to bear arms" to be placed on bearers of weapons

Similar to the governmental taxation of tobacco which is used by but harmful to the public, those possessing fire arms should bear the costs of all regulatory programs enacted to off-set the negative consequences of such ownership and use.
