The budgetary process for the national security apparatus in the US is problematic, and needs to be reconsidered.
Firstly, the Department of Homeland Security's budgetary process must be streamlined. As of 2010, there were 108 committees, subcommittees, or caucuses with oversight or influence in the DHS budget.
In addition, the office of Director of National Intelligence needs more budgetary authority. While the office can be a capable tool for directing the US Intelligence Community, it needs more budgetary authority to unify the community. It currently only has authority over the CIA budget, hence we need to run the budgets of other agencies through the office of the DNI.
