The FBI's intervention in the 2016 election was decisive in electing Donald Trump. This intervention included two letters from Director Comey and multiple leaks by active and retired agents to the Trump campaign and various members of the media. An investigation by an Independent Counsel should determine if this intervention was intentional, how deeply it ran within the agency and any relationship it had to persons outside the agency both foreign and domestic. The investigation should conclude with a detailed report to the American people and recommendations about changes to policy, procedure and law to assure the FBI never again become involved in an American election. All materials accumulated during the investigation should be made available to the American public.
