Attract Foreign Investments in the U.S. Residential Market by offering such investors Non-immigrant or Immigrant Visas

We should expand the scope of foreign investment eligible for E-2/EB-5 visas to include “passive” investments: (a) E-2 visa should be granted based on investment of $250,000+ in real estate, and should be renewable every 2 years as long as the holder continues to own the real estate and pay property taxes; (b) for investments of $1,000,000+ in residential houses, conditional permanent residence should be granted for 4 years, and such condition should be removable when the holder owned the real property and paid property taxes during the 4-year period. It will clearly and substantially stimulate overseas investments in the U.S. residential market and thereby provide a real boost to to the U.S. economy. Local schools will also benefit from this since they are funded by real property taxes.
