At a time of high national debt and increasing divisiveness, let the free market solve both problems by auctioning off any state which wishes to secede.
Due to the fact that most states wishing to secede are incapable of paying back their portion of the national debt, the process of auctioning, as is the standard process for many properties in default, will allow the United States to recover portions of their lost investments.
Bidding shall not be limited to foreign governments but should also include private bidders allowing for the highest bid possible.
The highest bid will be awarded the Secessionist State, infrastructure as is, the right to rule its citizens, and immediate recognition as a foreign power.*
