The State Dept is directed to swiftly negotiate the release of U.S. Marine Sergeant Tahmooressi by offering the nation of Mexico the immediate return of five million of its citizens from U.S. territory back to Mexican soil. This is in keeping with the 5:1 precedent set a month ago where the U.S. released five criminals for the exchange of one Army Sgt. Bergdahl. The expatriation of Mexican citizens to their native soil shall begin en mass before negotiations even begin as a gesture of good faith from our government to theirs. Should this prove to be insufficient leverage, the State Dept is approved to negotiate the return of the remainder of Mexico's citizens to Mexican soil.
