Authorize by executive action the creation of a national data base of birth certificates for voting registration.

Whereas certain states of the United States are shamelessly discouraging the legal rights of citizens to vote through voter registration laws that make it difficult for the elderly, the poor, and students to register to vote it is requested that a national registry of birth certificates and other documents verifying legal citizenship be created to insure that citizens not be denied their civil right to vote in elections. Such a registry should be digital and available to citizens on demand with no cost to citizens for verification purposes when registering to vote.
