Authorize by executive order, cyber retaliation by US companies and the US government against china.

Currently US companies as well as the US government are losing technology at many levels to China as a result of cyber espionage.

I propose that the us government authorize retaliation, via similar methods, against China and Chinese companies, and that it be authorized by executive order.
