Authorize military personnel in all services with advanced degrees to receive direct commissions.

Throughout the military, enlisted personnel have obtained advanced degrees on par or surpassing those of their officer corps. This request is for the President to authorize the Department of Defense to allow direct commissions to enlisted personnel who have obtained advanced degrees (e.g. MA/MS, JD, PHD, etc). Direct commissions would be authorized to personnel regardless of previous or current participation in commissioning programs such as Officer Candidate School, Limited Duty Officer or Chief Warrant Officer. This authorization would apply to Active and Reserve Components.
