Automate the U.S. Dept. of Agriculture/Farm Service Agency County Committee System and eliminate the costs involved.

Established in the 1930's to correct poor agricultural policies, (the dust bowl) today the USDA Farm Service Agency is an organization of over 2500 County committees. Each committee has a Federal paid Executive Director and Federal paid staff from 3-8 persons. They also retain of staff of about 50 hearing officers to resolve disputes with the working farmers who are their customers. The 2011 US Government budget shows that the USDA administrative budget exploded 22% while the IRS rose 10.4% and Health and Human Services by 5.3%. The county committee system has outlived it's usefulness and created it's own bureaucratic culture of self serving and ineffective employees. The time has come to automate the system and eliminate the inefficient and wasteful expense by automating the system
