Syria was created after WWI when European powers shed their colonies without consideration of tribes, religions, or cultures. As a result, Syria is in a civil war between competing religious factions and tribes. Warfare has continued for 2 years and is escalating in violence.
As there is no viable post-Assad entity, the Administration should work with the Arab League and Syria's neighbors to effectively dissolve the country of Syria. A Palestinian state should be created in the south and a Kurdish state should be created in the north. Iraq, Lebanon, Turkey, Jordan, and Saudi Arabia should expand their borders and assume portions of the remaining lands with similar cultures. With no country to govern, Bashar al-Assad would have to abdicate and could request asylum in Iran or Russia.
