While it is true that U.S. law generally prohibits persons obligated to perform an action from claiming a reward for performing such action, an exception may be made by the entity offering the bounty (the U.S. government) without creating a rule.
The combat personnel who put themselves in harm's way to accomplish Operation Neptune Spear eliminated not just the leader of a terrorist network but the most visible face of terrorism in the world.
These combat personnel have risked everything for love of country. They do not expect a reward. However, they deserve one.
