Award all Veterans that didn't get the National Defense Ribbon .

In November 1974 the Department of Defense stopped Awarding the National Defense Ribbon to men and women that enlisted in the Armed Forces. These people served their country honorably but never recieved any reconition from the DOD for their service. There were still men serving in the Viet Nam conflict until May of 1975 This is the least the country can do for the Vets that served at that time.
