Award the Medal of Honor to Richard D. Winters, of Hershey, Pennsylvania, posthumously, for acts of valor on June 6th, 1944, in Normandy, France, while an officer in the 101st Airborne Division. He was recommended for the Medal of Honor for his actions in the Brecourt Manor assault, but was not selected because of the quota system used. Instead, he was awarded the Distinguished Service Cross. This is unfair to the sacrifice and heroism he gave to this country in its hour of need. He was portrayed in the HBO mini-series Band of Brothers by Damian Lewis. He was and still is an inspiration to all who have come across his story. He was extremely humble about his service to this country and lived a quiet life. He died on January 2, 2011
